MCSO arrests sex trafficking suspect who solicited locals.
31- year old Christopher Alexander Koeper tried to recruit a 16-year old girl into a life of human sex trafficking. He had no idea that the “teenager” was an undercover Martin County Sheriff’s detective.
Koeper would seek victims at local hotspots trying to recruit girls into a life of sex and prostitution. Martin County Sheriff’s Detectives took a closer look.
Early yesterday afternoon, detectives working in an undercover capacity, met Koeper at an undisclosed location, where he planned to seal a sex trafficking business deal with the undercover detective. He was greeted by a team of investigators and taken into custody. Koeper will be charged under Florida State Statute 787.06; A felony punishable up to life imprisonment.
Martin County Detectives would like to hear from anyone who may have been approached and possibly solicited by Koeper at any restaurant, bar or social media. Detectives believe there are victims who have not yet come forward due to fear of prosecution or criminal charges. In 2012, Florida passed House Bill 99, also known as the Florida Safe Harbor Act. This legislation allows for minors solicited into the life of sex trafficking be deemed as dependent instead of delinquent.
