If Lake Okeechobee is so high why are they backpumping?

Lake Okeechobee is already at higher than normal levels for this time of year, and the Army Corp of Engineers have said that they have to release water from the lake until it drops down to 12 feet. But if the lake is already at a dangerously high level, why is the South Florida Water Management District backpumping water into Lake Okeechobee?
